Plymouth City Council covers the post code areas of PL1 to PL5, plus parts of PL6, PL7 and PL9.
PL6, PL7 & PL9 maybe covered by South Hams District Council. PL8 is part of South Hams District Council.
Financial assistance is sometimes possible from Plymouth City Council, but funds for 2019 have now been allocated.
Further support maybe available from the City of Plymouth Credit Union.
ECO Grant Approval
Plymouth City Council actively participate in the provision of ECO grant approvals for residents within the Plymouth City Council district.
There is no admin fee charged by Plymouth City Council to approve an application.
The following criteria will allow Plymouth City Council to approve an applicant for an ECO grant. One of these must apply.
1. Fuel Poor Households.
Household income is less than £30,000 after paying mortgage/rent and fuel bills and the home’s EPC Rating is D or below (where there is no EPC we can assess the property against a list of criteria or produce an EPC).
2. Low Income & Vulnerable to the cold.
Households who have health conditions sensitive to the cold/damp will be eligible. These are:
Respiratory, Circulatory, Musculoskeletal and Mental Health conditions.
Households must meet one of the two criteria above to be approved. Alternatively households can be approved through the standard ECO approval methods.
