QERB Energy is working in partnership with Exeter City Council and EDF Energy to provide and install 4kW Solar PV systems to qualifying homes in Exeter.

To qualify, your household income must be less than the income limits in the table below or someone in your household must be in receipt of one of the listed qualifying benefits, and your home must be heated via electric, for example Electric Storage Heaters, Electric Room Heaters or an Electric Boiler. In order to access the full grant, your roof must be able to hold 12 panels, face approx South and not be shaded. If your roof faces a different direction or can only fit a smaller number of panels, we will still be able to provide a grant, but it may not cover the full install cost.

ECO Standard Qualifying benefits:
  • Child Tax Credit, Working Tax Credit or Child Benefit
  • Pension Guarantee Credit
  • Universal Credit, Income based JSA or ESA or Income Support
  • DLA, PIP, Carer or Attendance Allowance
  • Armed Forces Independence Payment or War Pensions Mobility Supplement

Exeter City Council are able to qualify customers who do not meet the above criteria as per the below.

Exeter City Council ECO Grant Approval

Exeter City Council actively participate in the provision of ECO grant approvals for residents within the Exeter City Council district.

There is no admin fee charged by Exeter City Council to approve an application.

The following criteria will allow Exeter City Council to approve an applicant for an ECO grant. One of these must apply.

1. Aged 60 or over.

2. Live in a Residential Park Home.


3. Fuel Poor Households.

Household income is less than the limits within the table below after paying mortgage/rent and fuel bills and the home’s EPC Rating is E or below (where there is no EPC we can assess the property against a list of criteria or produce an EPC). 

4.  Low Income & Vulnerable to the cold.

Households who have health conditions sensitive to the cold/damp will be eligible. These are:

Respiratory (ie asthma, COPD), Cardiovascular disease (ie heart disease), Mental Health (ie Schizophrenia, bipolar), Dementia, Cancer, Limited Mobility, Autoimmune, & Immunodeficiency (ie lupus, MS, diabetes, HIV), Neurobiological (ie Fibromyalgia, ME), Haemoglobinopathies (ie sickle sell, Thalassaemia) or have severe learning disabilities.
